Outdoor recreation often plays a central role for communities, addressing economic development opportunities, improving public health, and increasing climate resilience.
Quantified Ventures works with public agencies, non-governmental organizations, and industry to deliver comprehensive business planning, funding, financing, and governance strategies for the development and sustainable management of outdoor recreation infrastructure. We also integrate parks and public access into other natural infrastructure projects as a complementary benefit.
We serve clients through both deep subject matter expertise and leveraging experience across the Climate Finance practice area in developing public-private partnerships, blended capital stacks, and outcomes-based financing solutions.

Representative Partnerships and Projects
QV and the USDA Forest Service have a 5-year agreement to improve outdoor recreation infrastructure and spur rural economic development in and around national forests through a unique public-private collaboration. REI Co-Op provided matching support to unlock the Challenge Cost Share for the first and second years of this work. Our goal is to implement partnerships that accelerate the speed, scale, quality, and quantity of recreation projects to improve the visitor experience, gateway community economies, and forest resilience.
The 88-mile Baileys Trail System is a sustainable model of shared stewardship in outdoor recreation, providing a recreation and tourism asset that contributes to the ecological, social, and economic growth and sustainability of Southeast Ohio. QV’s outdoor recreation outcomes-based financing approach allows communities to solve problems together, attract public and private capital, and retain local asset ownership that generates revenues far into the future.
The Velomont Trail and Vermont Huts network will traverse national forest, state, and private lands, conserving up to 214,000 acres of land for generations through sustainable recreation. The huts will be constructed by Youth Conservation Corps members in a unique workforce development program, providing meaningful workforce opportunities for young Vermonters. Once completed, this visionary project will be the largest hut-supported trail network in the country.
